Just my couple of cents...

I haven't done much XML based coding so far, so no recommendations here. As 
far as testing for Windows compatibility is concerned, I'm all for 
cross-platform development, but looking after lots of Windows-based 
orkstations and two Windows Active Defectory swervers is causing me enough 
pain in my job as a sysadmin already, so I'd rather not do any Windows 
related stuff in my copious free time, thanks. ;)

We have to consider, at any rate, that the *average* Windows user is far too 
clueless to even know about ActivePerl or let alone extend that distribution 
by installing modules. So, when providing only the Perl source code, it has 
to be assumed that only very few Windows users will even get past the 
installation.

Not choosing modules that don't even *compile* under Windows, however, still 
seems smart.
